This is a black leather lined wrap bracelet with  harbor seal. It has two snap closures to allow for smaller wrist or throat sizes. It can also be worn at the typical longer length of about 7 inch diameter,  but the smaller inside snap is set about an inch inside the other.  These are still about 16 inches in total length. 
Very lightweight and comfortable as a wrap bracelet, choker, or around the base of a ponytail.
